CPPE staff begins second phase of RIA introduction in North Ossetia.

January 17, 2010. Daniel Tsygankov, Alexander Belyaev and Dmitry Sobol are the backbone of the collective of the World Bank consultants’ group «Advancing Regulatory Impact Assessment in North Ossetia – Alania Republic. 2nd Phase of the Pilot». CPPE Head D.Tsygankov still holds his position as the group leader in this pilot project.

The project includes:
- support in preparation for repots of RIA law in draft elaborate by Small and Medium-sized Businesses Support Committee in North Ossetia,
- organization trainings for civil servants.

Evaluation lectures and seminars at the Faculty of Public Administration

September-December 2009. CPPE Head Daniel Tsygankov gave a course «Government Programs and Industry Policy Analysis and Evaluation» at the Faculty of Public Administration (HSE) for BA- and MA-Students.

The course was lectured together with deputy director for science of Research Institute of Labor and Social Insurance D. Platigin.

V. Kolegov (CPPE, senior expert) and A. Kuzmin (Process Consulting Company, president) conducted master-classes.

CPPE Head conduct a training for leading team of Kazan Mayor

December 10-11, 2009. CPPE Head Daniel Tsygankov gave Program Evaluation Training for leading team of Kazan Mayor’s Office. Its theme was «Theory and Practice of Administrative Decision Making: Program Evaluation and Regulatory Impact Analysis».

This training was a first part of educational program of professional retraining «Strategic Management and Municipal Administration» realized by Institute of Communication Management (HSE) on commission of Kazan Mayor’s Office.

Subjects of lessons and seminars:

1. Program Evaluation Methodology and Regulatory Impact Analysis (general principles) – 2 hours
2. Program Evaluation Methodology and Regulatory Impact Analysis for Mayor’s Office – 2 hours
3. Inclusion of Program Evaluation in Decision Making System in municipal level– 2 hours
4. RIA Inclusion in Decision Making System in municipal level – 2 hours
5. Inclusion of Competition Assessment in Decision Making System – 2 hours
6. Municipal and Regional Policy Evaluation in different economic sectors: International and Russian Experience (case studies) – 4 hours

Also CPPE prepared a special reader was in Russian (about 300 pages).

All work on a research supported by Russian Government Scientific Fund was completed

December 7, 2009. CPPE finished the research №07-02-00178а «Influence of Political Factors on Public Debt Management».

In the research were involved: S. Borisov, O.Pletenko, N. Hatchatryan from the Central Economics and Mathematics Institute (Russian Academy of Sciences) and D. Tsygankov from CPPE.

CPPE deputy director for science A. Dankov led this project. Project’s results were published in two articles:

    CPPE senior expert gave a report on the colloquium «Focus Evaluation» at the University of Saarland

    November 26, 2009. CPPE senior expert Svetlana Tvorogova presented her report «Introduction of Evaluation in Transition Economy: Challenges and Recipes from Russia?» in English.

    CPPE begins to work on a project on commission RUSNANO

    November 23, 2009. CPPE starts a project realization as a subcontractor on commission of the Russian Corporation of Nanotechnologies.

    The project theme is «Current Legislation Analysis in sphere of placing of orders for the state or municipal needs in sphere of stimulation of innovation products and technologies for factors’ revelation, which impede purchases of products made by nanotechnologies instead of traditional products for government and municipal customers».

    12th Annual DeGeVal Conference

    October 7-9, 2009. 12th Annual DeGEval Conference took place in the University of Munster (Germany)

    A conference topic was «Evaluation and Society». CPPE Head Daniel Tsygankov participated in this conference.

    СPPE begins to work on a research on commission for the Ministry of Economic Development and Trade (Russia)

    September 30, 2009. CPPE start a project «Guidelines Development and organization of monitoring and evaluation of competitive environment and its main characteristic changes» on commission for the Ministry of Economic Development and Trade (Russia).

    Planed research activities:

  • Analysis of best Foreign and Russian Practices of Competitive Environment Evaluation
  • Development of Metric Competitive Environment Evaluation System in different markets
  • Guidelines Development of Competitive Environment Evaluation
  • International Conference «Methodology of Program Monitoring and Evaluation»

    September 24-26, 2009. International Conference «Methodology of Program Monitoring and Evaluation» was organized by International Program Evaluation Network, CCC Creative Center, CCC Research.

    CPPE was represented in the Conference by Head of perspective project department Dmitry Sobol. He made a report «Introduction of Regulatory Impact Assessment tools in North Ossetia» (the World Bank’s project)
