The Head of the Center for Regulatory Impact Assessment took part in the International Regulatory Reform Conference in Amsterdam

On March 10-11^th, 2011 the Head of the Center for Regulatory Impact Assessment Dr. Daniel Tsygankov took part in the annual International Regulatory Reform Conference in Amsterdam.

On March 9^th in the Hague Dr. Tsygankov had working meeting with Dr. Frans L. Leeuw, the Head of the Research and Documentation Centre (WODC), the Dutch Ministry of Security and Justice, Professor of the University of Maastricht.

The Head of the RIA Center spoke at the international conference on the regulatory impact assessment in the Center for Strategic Studies

On March 1^st, 2011 the Head of the Center for regulatory impact assessment Dr. Daniel Tsygankov spoke at the international conference on the regulatory impact assessment in the Center for Strategic Studies

The conference was organized by the Ministry of Economic Development of the Russian Federation and the World Bank, also experts from the OECD, European countries, representatives of the Government of the Russian Federation, representatives of the business society and NGOs, representatives of the expert society were invited to participate in the conference.

Head of the Center for Regulatory Impact Assessment has participated in the session of the expert panel #14 “The Government attendance optimization”

On February, 24 Head of the Center for Regulatory Impact Assessment Dr. Daniel Tsygankov has participated in the session of the expert panel #14 “The Government attendance optimization:reduction of regulatory factors, supply of the trasparency and feedback to citizens and business”.

At the first session of the panel general responses of it including development of the RIA mechanism and smart regulation were discussed.

The Head of the Center for Regulatory Impact Assessment made a speech at the meeting of the RSPP Committee on Elimination of Administrative Burdens

February 17^th, 2011. The Head of the RIA Center, Daniel B. Tsygankov made the speech “On business community participation in the regulatory impact assessment” at the meeting of the Russian Union of Industrualists and Entrepreneurs’ Committee on Elimination of Administrative Burdens.

In his report Daniel B. Tsygankov favoured the broadening of the comprehension of the RIA as one of the components of so called “smart regulation” and called to the business community don not confine itself to only participating in public consultations but undertake the function of the “policy learning” of politicians and civilians on the one hand and officials of GR-, PR- and law departments of corporations – on the other hand.

The Head of the RIA Center became the member of the editorial board of the first Russian professional e-journal on evaluation

The Head of the RIA Center Daniel B. Tsygankov became the member of the editorial board of the first Russian professional e-journal on evaluation – “Project Making, Monitoring &Evaluation”, on a level with experts from Russia, the USA, Germany and the Netherlands.

Among the journal’s themes is the impact assessment (the regulatory impact assessment, environmental impact assessment, social impact assessment, etc.)

The journal will be published only in e-form two times a year. The admission of articles for the first issue is now opened.

The Head of the Center for regulatory impact assessment carried out the working meeting in the Federal Regulatory Control Council of Germany

On January 28th, 2011, the Head of the RIA Center Dr. Daniel Tsygankov conducted the working meeting in Berlin in the Federal Regulatory Control Council of Germany (Nationale Normenkontrollrat) dedicated to the RIA topics.

From the German side in the meeting participated:
1)  the Control Council’s member, Prof. Gisela Faerber from the German University of Administrative Sciences Speyer.
2) the Control Council’s secretariat officer, Mrs. Doris Dietze.

During the meeting were discussed questions on the methodological improvement for Standard Cost Model approach, debureaucratization departments for “smart regulation” of four European countries activity coordination (NKR – Germany, ACTAL – the Netherlands, RPC – the United Kingdom, Regelradet – Sweden) and prospects for possible cooperation of the Faculty of Public and Municipal Administration of HSE and the University of Public Administrative Sciences, Speyer.

The Head of the RIA Center took part in the national seminar on issues of the RIA implementation in the Center for Strategic Studies

On December 23rd, 2010 in the business center “The Alexander House”, the Ministry of Economic Development of Russia, the World Bank and the Center for Strategic Studies carried out the national seminar on the RIA implementation issues. The Head of the RIA Center, Dr. Daniel Tsygankov spoke at the seminar on the forming of methodological approaches to measurement the production costs of regulation.

Also among the panelists there were officers of the RIA Department of the Ministry of Economic Development of Russia, representatives of business associations (The Russian Union of Industrialists and Entrepreneurs, The Chamber of Commerce and Industry of Russia, OPORA Russia), the World Bank, expert society, including the RIA Center’s staff – Alexander Belyaev and Dmitry Derman.

The Head of the Center for Regulatory Impact Assessment spoke at the seminar on the RIA for civil servants of the mayor’s office of Moscow

Dr. Daniel B. Tsygankov spoke at the seminar “Theory and practice of the regulatory impact assessment”, which took place on December 9-10^th, 2010, for civil servants of the Moscow’s mayor’s office. The seminar was conducted by support of the Moscow International Business Association (MIBAS) and Japan Tobacco International Company (JTI).

At the opening of the seminar participants were welcomed by Director of the Business Association Department of the Chamber of Commerce and Industry of Russia Vladimir Bykov and the deputy of the Moscow City Council (Mosgorduma) Ivan Novitsky. Among the seminar participants there were officers of the Competition Policy Department of Moscow, the Department of Science and Industrial Policy of Moscow, the Public Relations Committee of Moscow, officers of some prefectures, etc.

Daniel Tsygankov gave three lectures: “The Regulatory Impact Assessment: general principles”, “The RIA instruments and  methods” and “Introduction of Regulatory Impact Assessment Instruments in CIS Countries and Russia: Successes, Failures, Pilots”.

Two lectures, “History of Regulatory Impact Assessment in Western Countries” and “Introduction of Regulatory Impact Assessment Mechanisms in East European Countries: Positive and Negative Experiences” were given by one of the best European experts on the regulatory impact assessment Andrea Renda, Senior Research Fellow, Centre for European Policy Studies (Brussels).

The Head of the RIA Center carried out working meetings in the Federal Department of Justice and Police and in the Federal Department of Economic Affairs of Switzerland

On December 1st, 2010 the RIA Center Dr. Daniel Tsygankov carried out three working meetings in the Federal Department of Justice and Police of Switzerland and in the Federal Department of Economic Affairs of Switzerland. The meetings were dedicated to the topics of laws effectiveness and the RIA:

1. with Werner Bussmann, a prominent official of the Swiss Federal Office of Justice and Police, the first President of SEVAL;
2. with Prof. Luzius Mader, vice-director of the Swiss Federal Office of Justice and Police, president of the International Association of Legislation;
3. with Alkuin Koelliker, the officer of the RIA Department of the Federal Department of Economic Affairs of Switzerland (SECO).
