D.Tsygankov reported at the 7th All-Russian Conference “Monitoring of legislation and law enforcement practice”.

395June 26, 2009. CPPE Head Daniel Tsygankov participated in the 7th All-Russian Conference “Monitoring of legislation and law enforcement practice” organized by the Council of Federation of the Federal Assembly of the Russian Federation in the Russian academy of government service.

He gave a report “Introduction of Regulatory Impact Assessment tools to public administration system in North Ossetia -Alaniya” at the Section 2 “Institutionalization of legislation monitoring as a important tool of government effectiveness increase” (chaired Yu. Tihomirov). Tsygankov presented the course of research implementation, options of introduction algorithm, regulatory acts and methodological advices how to introduce it. He also answered question about advantages of RIA introduction in Russian regions.

The presentation (ppt, 249 Kb, in Russian) and report annotation (doc, 58 Кb, in Russian) were prepared jointly with RIA coordinator of World Bank M. Pryadilnikov (Moscow branch).

D. Tsygankov read Evaluation Course in S. Peterburg HSE branch

390May 25-June 10, 2009. Dr. Tsygankov read an elective class “Analysis and Evaluation of Programs, Sectoral Policies and Regulatory Impact” at the S.Peterburg HSE brunch (Management Faculty). The class was supported by Academic Mobility Grant (HSE Science Foundation).

CPPE Head D.Tsygankov made a report at the 7th Annual International Conference “Public administration in the XXI century: traditions and innovations” organized by the School of Public Administration, Lomonosov Moscow State University. The report topic was “Introduction of Regulatory Impact Assessment tools to public administration system in Russian regions (in North Ossetia as an example)”.

The report (doc, 100 Kb in Russian) and presentation (ppt, 264 Kb, in Russian) were prepared jointly with RIA coordinator of World Bank M. Pryadilnikov (Moscow branch). These materials included first stage results of World Bank project called “Introduction of Regulatory Impact Assessment tools in North Ossetia”.

CPPE Head participated in the Conference “Local policies, sectoral policies, institutionalization and methodology”.

393May 6-8, 2009. CPPE Head Daniel Tsygankov took part in the 6th Biennial Spanish Evaluation Society Conference in Barcelona. The conference was held at the headquarters of the School of Public Administration of Catalonia and the Centre for Legal Studies of the Generalitat.

This event attracts more than 250 participants from 24 countries including Latin America. It comprised three parallel sessions :

  • Evaluation of local policies,
  • Evaluation of sectoral policies,
  • Concepts and methodology of evaluation.
  • During the conference Dr. Tsygankov acquainted himself with two Master’s Degree Programs in Evaluation offered by Spanish Universities.

    СРРЕ staff carried out a training of using RIA Guidelines

    Mart 30-31, 2009. CCPE Head CPPE Head D.Tsygankov and Head of perspective projects’ department D. Sobol carried out two-day training for civil servants of North Ossetia within the bounds of the World Bank’s project “Introduction of Regulatory Impact Assessment tools in North Ossetia”.

    For training were prepared handouts: guide of potentials development, 13 presentations and reader in 4 parts (314 pages). During the training were presented of US, UK, Italy, Switzerland, Germany and ES experience, as well as deep research on mechanism of RIA introduction in North Ossetia till the end of 2009.

    In addition CPPE staff took part in the meeting of working group on RIA. The group supported adoption of projects of laws and methodic drafts by Government/President Office until April 21, 2009. It is a matter of listed below documents:

    1) Draft of North Ossetia Government’s Act “About carrying out of experiment on RIA introduction on the basis of Republic Committee on business development and investment projects support”, incl. two appendixes – №1 “Order of carrying out of experiment on introduction of RIA in activity of republican authorities” and №2 Temporary RIA Guideline

    2) Draft of North Ossetia President Office’s Act “About allowance with additional authority of Administrative reform and local government directorate”, incl. appendix №1– Temporary Guideline for Analysis of delivered RIA reports.

    A RIA course created by CPPE staff will be part of a new Masters Program in Law

    A RIA course will be included as a free elective in the basic academic curriculum of a Masters program “Public law”. It was created by CPPE staff (D. Sobol, D. Tsygankov, V. Kolegov, A. Belyaev), who have majored in RIA.

    It is the first post-Soviet example of including RIA courts in the academic curriculum in area 030500.68 “Law” and great step in development of Masters Program in Law.

    Until now a big gap was existed between lawyers of the old school and economists, lawyers and sociologists of new generation. The first group understood RIA only as a part of improving laws’ technologies and monitoring, the other group supported a conversion from idealism of law to lawmaking methods, based on empirical study (evidences).

    CPPE begin to work on analysis and evaluation of programs “UMNIK” and “START”

    The Center For Program and Policy Evaluation begin to implement the state contract on the theme «The analysis and impact assessment, development of scientific and methodical recommendations for improving the mechanisms for the implementation of programs “UMNIK” and “START” against the order of Fund for Assistance to Small Innovative Enterprises in science and technology .

    Research is carried out in 3 stages, from February to December 2009. The work involves the development of methodology for assessing the implementation of these programs, and defining of indicators set, which reflects progress and results of their implementation.

    With the application of developed methodology it will be carried out an evaluation of realization and results of programs “UMNIK” and “START” in 2009. In particular, in the evaluation of the program “Umnik” it will be built the program participants database, the database of program experts and other interested parties. To assess the implementation of the program “START” it will be built the program participants database.

    On the basis of survey results it will be developed science-based recommendations for improving the programs “Umnik” and “START” in 2010 to enhance the effectiveness of their implementation. The work should provide a basis for system monitoring of the implementation and outcomes of “Umnik” and “START” with the application of sociological and economic-statistical methods.

    CPPE Head provided business meeting in Berlin

    24012009 (берлин)January 23, 2009.  Head of the CPPE Daniel Tsygankov had a business meeting in Berlin with the former President European Evaluation Society, Emeritus-Professor of Humboldt University, Helmut Wollman.

    There were discussed some new approaches to program evaluation in the context of economic crisis, as well as plans for academic mobility in 2010.

    The project “Program and Policy Evaluation” in the Russian-language Wikipedia was launched at the initiative of CPPE

    At the initiative of the Center for Program and Policy Evaluation in the Russian-language Wikipedia it is running the project, aiming at the accommodation and replenishment of articles on program evaluation, impact assessment, etc.

    The objectives of the project are: to reflect the major theoretical approaches, methodologies, selected case studies, the main representatives of this direction, including providing of its development in Russia and CIS.

    Currently the first 10 articles are available, at least 45-50 articles will be located by the end of March 2009 , not less than 100 – until the end of 2009. We invite all of the evaluators to participate in this project to improve and develop a chain of articles and subcategories.

    CPPE Head spoke at the International Conference “RIA implementation in Russia: role in lawmaking, expectations and practical steps”

    365December 4,  2008.  The International Conference “RIA implementation in Russia: role in lawmaking, expectations and practical steps” took place in the Center for strategic research . Participants discussed possible ways for development system of integrated assessment of influence government regulation in normative acts’ preparation.

    CPPE Head Daniel Tsygankov spoke with detailed comments to reports, which were read in first session “RIA: subject and forms”.
